Google Chrome browser doesn't support Cognos BI 10.2.1, and selective 10.2.2 UI doesn't show up correctly. Under these specific case, use Internet Explorer 11, which will be compatible.

http://cognos_server:9300/bi/cgi-bin/cognos.cgi?b_action=cogadmin
or if there is web server gateway
http://web_server:80/ibmcognos/cgi-bin/cognos.cgi?b_action=cogadmin
